Österreich 2025 – Hebel zur Förderung von Investitionen in Breitbanddatennetze

Abstract

In internationalen Vergleichen werden die Investitionen in Breitbanddatennetze in Österreich als sehr verhalten eingeschätzt. Vor diesem Hintergrund diskutiert die Studie mehrere wirtschaftpolitische Optionen zur Investitionsförderung. Der durch die Verfügbarkeit neuer Übertragungstechnologien (Next Generation Access) stark erhöhte Investitionsbedarf bringt zunehmend Zielkonflikte zwischen der Liberalisierung von Innovationen und Investitionen einerseits und der Sicherung eines leistbaren Netzzuganges andererseits zutage. Während sich die wirtschaftspolitische Debatte zum Netzausbau intensiviert, werden weiterhin kaum strategische Entscheidungen über die Ausgestaltung des Sektors getroffen. Dies betrifft kurzfristig die Regulierungs- und, in geringerem Ausmaß, die Förderstrategie. Langfristig muss die grundsätzliche Organisation des Sektors geklärt werden. Hier steht ein staatlich-interventionistisches Modell einem privatwirtschaftlichen Ansatz gegenüber, wobei das derzeit implementierte Mischmodell suboptimal erscheint.
