El poder y el mercado en la economía internacional

Abstract

¿Por qué algunos países son ricos y otros son pobres? En la teoría del comercio internacional esta pregunta admite dos respuestas encontradas. Una es la convergencia. Según esta, todos los países se benefician de las ganancias del intercambio en la medida en que participan con mayor intensidad en la economía global, aunque algunos más que otros y con ritmos de progreso diferentes. La segunda respuesta es menos optimista. Existe el intercambio desigual, que se debe en parte a la heterogeneidad de las estructuras económicas y a la asimetría del poder político (y militar) de las naciones. En ciertas circunstancias el comercio y otras formas de interacción no sólo no enriquecen sino incluso empobrecen a los países más débiles. El debate nace al tiempo con la teoría económica moderna, y a él alude el título de la Riqueza de las naciones de Adam Smith. En este tomo Homero Cuevas sigue de manera erudita y rigurosa su curso desde el siglo XVIII hasta nuestros días. Como en los trabajos anteriores del profesor Cuevas, el desarrollo de la argumentación de El poder y el mercado en la economía internacional está dada por una lectura crítica de lo que han escrito los principales pensadores económicos sobre el tema. Cuevas no se confina a las abstracciones de los economistas; también estudia los aportes de historiadores, polemistas políticos, hombres de Estado y revolucionarios. El lector encontrará una crónica fascinante de los encuentros y desencuentros, intelectuales y materiales, entre el primer mundo y el resto de la humanidad luego de la Revolución Industrial. El poder y el mercado en la economía internacional es una obra póstuma. Homero Cuevas terminó su redacción pocos días antes de su muerte, a finales de 2012.
