Harmonization of Standards and Mutual Recognition Agreements on Conformity Assessment in Indonesia, Malaysia, Thailand, and Viet Nam

Abstract

This report examines the basis of developments surrounding ASEAN's efforts in the area of standards and conformance, focusing on the following six sectors: (i) automotives, (ii) cosmetics, (iii) electrical and electronic equipment, (iv) medical devices, (v) rubber-based products, and (vi) wood-based products. This paper also reviews the implementation of ASEAN initiatives in four selected ASEAN member states - Indonesia, Malaysia, Thailand, and Viet Nam - and identifies public support measures and capacity-building initiatives that ASEAN or specific member states have received from stakeholders. Lastly, this paper presents recommendations as to where ASEAN could target efforts to advance its standards and conformance regime to meet the commitments set forth in the 2015 ASEAN Economic Community (AEC) Blueprint and post-2015 AEC agenda.
