Die Koproduktion sozialer Infrastrukturen in Ankunftsquartieren: Borderscapes in ostdeutschen Großwohnsiedlungen

Abstract

Ostdeutsche Großwohnsiedlungen wurden in der Folge von Strukturwandel, Bevölkerungswegzug und Leerstand bis 2015 vielerorts zu sogenannten Rückbauquartieren. Insbesondere seit der Einwanderung von Menschen, die vor dem Bürgerkrieg in Syrien flohen, ist eine Anpassung der kommunalen Perspektive auf diese Stadtteile notwendig. Adressiert werden müssen dabei der neue Bedarf nach Wohnraum sowie die Entwicklung von Infrastrukturen, die Inklusion und Beteiligung erleichtern. Der Beitrag analysiert am Beispiel zweier sozialer Infrastrukturen in der Schweriner Großwohnsiedlung Mueßer Holz – eines Stadtteilparks und eines Bildungsangebots – die zentrale Rolle zivilgesellschaftlicher Akteur*innen bei der Infrastrukturversorgung in diesem Ankunftsquartier. In einer Verschränkung aus Infrastrukturanalyse und dem Borderscape-Konzept richten wir den Fokus auf zentrale Aspekte der Aushandlung von Widersprüchen zwischen zivilgesellschaftlichen und kommunalen Akteur*innen. Diese artikulieren sich in der Überschneidung von Integrations- und Quartierspolitiken sowie deren unterschiedlichen Verständnissen und Förderprogrammen im Prozess der Koproduktion der Infrastrukturen und erweisen sich als Barrieren für eine Inklusion von Migrant*innen.
