Gatekeepers and Proximity in Science-driven Sectors in Europe and Asia: The Case of Human Embryonic Stem Cell Research

Abstract

Wink R. Gatekeepers and proximity in science-driven sectors in Europe and Asia: the case of human embryonic stem cell research, Regional Studies. The production of new knowledge cannot only rely on regional innovation systems but needs also creative inputs and diversity by interactions with actors in other regions. Science-based sectors such as stem cell research with its narrow linkage of basic research from different scientific disciplines, a diversified set of applications and potential commercial products for different markets depend particularly on institutions to enhance interactions between actors in different regions to improve efficiency of knowledge production. Gatekeepers serve to provide interface nodes between regional innovation systems by different forms of proximity. The paper analyses political approaches to support gatekeepers in stem cell science in three European and three Asian countries and their impact on the organization of knowledge production. La realisation de la nouvelle connaissance compte non seulement sur les systemes d'innovation regionaux mais aussi sur des facteurs createurs et sur la diversite par le moyen de l'interaction des agents dans d'autres regions. Les secteurs determines par la science, tels la recherche des cellules souches embryonnaires avec ses liens etroits de recherche fondamentale provenant des differentes disciplines scientifiques, un ensemble diversifie d'applications et des produits commerciaux potentiels destines a des marches differents, dependent particulierement des institutions pour ameliorer l'efficacite da la realisation de la connaissance. Les gardiens se servent de noeuds d'interface entre les systemes d'innovation regionaux sous des formes de proximite differentes. Cet article cherche a analyser les facons politiques de soutenir les gardiens de la science des cellules souches embryonnaires dans trois pays europeens et trois pays asiatiques, et leur impact sur l'organisation de la realisation de la connaissance. Die Produktion neuen Wissens erfordert Interaktionen zwischen Wissenstragern, die uber die raumlichen Grenzen regionaler Innovationssysteme hinausgehen. Gerade in wissensbasierten Sektoren wie der Stammzellforschung mit einer engen Verknupfung von Grundlagenforschung aus unterschiedlichen Disziplinen, Anwendungen und moglicher Kommerzialisierung auf unterschiedlichen Markten bedarf es erganzender Institutionen, um Wissensflusse innerhalb dieser Interaktionen effizient ablaufen zu lassen. Gatekeepers bilden in diesem Kontext Schnittstellen zwischen einzelnen regionalen Innovationssystemen und verknupfen regionale Wissensstrome mit Hilfe unterschiedlicher Formen der Proximitat. Der Beitrag untersucht unterschiedliche Politikansatze zur Unterstutzung solcher Gatekeepers in drei europaischen und drei asiatischen Landern fur den Bereich der Stammzellforschung und ihre Auswirkungen auf die Organisation der Wissensproduktion. La produccion de nuevos conocimientos no puede depender solo de los sistemas de innovacion regionales sino que se necesitan aportaciones creativas y diversidad en la que interaccionen protagonistas de otras regiones. Los sectores cientificos, tales como el de la investigacion de celulas madres con sus estrechos vinculos de estudios basicos de diferentes disciplinas cientificas, con diferentes aplicaciones diversificadas y con posibles productos comerciales para mercados diferentes, dependen especialmente de instituciones para ampliar las interacciones entre interesados en diferentes regiones a fin de mejorar la eficacia de la produccion de conocimientos. Los guardianes sirven para ofrecer nodos de interconexion entre los sistemas de innovacion regionales mediante varias formas de proximidad. En este articulo analizo los planteamientos politicos para apoyar a los guardianes de la ciencia de las celulas madre en tres paises europeos y tres asiaticos y que repercusiones tiene esto en la organizacion de la produccion de conocimiento.
