Air Pollution Factors from Stationary Sources in Municipalities of Siberian Regions

Abstract

The problem of urban air pollution remains relevant as one of the most important challenges to Russia’s socioeconomic development. The article presents the results of a study of air pollution factors from stationary sources in municipalities of the Siberian Federal District in 2008–2020. Using econometric modeling of panel data, including control for possible endogeneity, a positive impact of the volume of shipped products and investments in fixed capital on air pollution was established. Environmental protection costs at this stage of municipal development are not accompanied by a reduction in pollution, which may indicate a deficit in investment in environmental protection measures. The increase in the number of heat supply sources leads to an increase in emissions into the atmosphere from stationary sources. A gap in pollution levels between areas with different types of predominant industries was identified; different degrees of influence of the above factors were established depending on the type and sectoral specialization of the municipality. The development of research into the socioeconomic causes of air pollution at the municipal level is necessary for creating effective strategies for optimizing pollutant emissions within the framework of state environmental policy.
