Abstract

The paper discusses conceptual approaches to the state guaranteed backup of investment projects and analyzes conditions and rules for granting state guarantees both abroad and in Russia, which is of particular importance for the search of effective tools of influence on internal investment processes to ensure the transition of the Russian economy to long-term growth and the achievement of macroeconomic stability and debt sustainability. The subject of the study is the state guarantees provided to public-law entities for implementation of investment projects. The purpose of the study was to substantiate conceptual approaches to the state guarantees as an investment project support tool, analyze foreign and domestic practices of granting state guarantees, and development of proposals for improving the mechanism of providing the state support in Russia. It is concluded that investment projects that have a synergistic effect need the state guarantee support to ensure stable economic growth without affecting the debt sustainability, provided conceptual rules of granting state guarantees are observed. Proposals for improving the conditions for providing state guarantees to back up investment projects are substantiated. They include increasing the competitive edge that facilitates obtaining a state guarantee. В статье рассмотрены концептуальные подходы к государственной гарантийной поддержке инвестиционных проектов, проанализированы условия и правила предоставления государственных гарантий при реализации инвестиционных проектов за рубежом и в России, что особенно актуально для изыскания действенных инструментов воздействия на внутренние инвестиционные процессы, обеспечивающие переход российской экономики к долгосрочному росту и достижению макроэкономической стабильности и долговой устойчивости. Предмет исследования - государственные гарантии публично-правовых образований, предоставляемые для реализации инвестиционных проектов. Цель исследования - обоснование концептуальных подходов к государственным гарантиям как к инструменту поддержки инвестиционных проектов, анализ зарубежной и отечественной практики предоставления государственных гарантий и выработка предложений по совершенствованию инструмента государственного гарантирования в России. Сделан вывод о необходимости государственной гарантийной поддержки инвестиционных проектов, имеющих синергетический эффект, что позволит обеспечить стабильный экономический рост, не повлияв на уровень долговой устойчивости, при условии соблюдения концептуальных правил предоставления государственных гарантий. Обоснованы предложения по совершенствованию условий предоставления государственных гарантий при реализации инвестиционных проектов - повышение конкурентных возможностей при получении государственной гарантии.
