Имитационная Модель Региона В Применении К Анализу Экономики Красноярского Края

Abstract

ЦЭМИ РАН, Москва; E-mail: glbeklaryan@gmail.com Аннотация. В статье представлен подход к рациональному управлению регионом на примере Красноярского края с использованием методов системной динамики. Разработана имитационная модель региона и продемонстрирована возможность оптимизации ключевых характеристик подобной системы за счет рационального управления такими множественными параметрами, как темпы строительства нового жилья, роста стоимости услуг ЖКХ и строительства объектов социальной инфраструктуры (садов, школ, больниц) и др. Предложенная модель позволяет формировать прогнозную динамику важнейших макроэкономических характеристик региона, определяемых с учетом внутренних прямых и обратных связей между различными элементами подобной системы и имеющихся ограничений. Компьютерная реализация данной модели выполнена в системе имитационного моделирования Powersim, поддерживающей методы системной динамики, а также возможности поиска субоптимальных решений с использованием генетических оптимизационных алгоритмов. Сформулирована важная оптимизационная задача региона по максимизации интегрального показателя - валового регионального продукта (ВРП) при множественных ограничениях. Для решения данной оптимизационной задачи был выбран генетический алгоритм (ГА), особенностью которого является агрегирование по целевому функционалу с имитационной моделью региона (реализованной в Powersim). Проведены численные исследования прогнозов ВРП Красноярского края при различных сценарных условиях, в частности для базового сценария, при котором сохраняются текущие значения управляющих параметров системы, и для наилучшего сценария, при котором значения соответствующих управляющих параметров вычисляются в результате решения задачи сформулированной оптимизационной задачи с использованием созданного оптимизационного модуля (генетического алгоритма). С помощью имитационной модели на реальных данных продемонстрированы возможности улучшения экономической ситуации в Красноярском крае, в основном за счет увеличения инвестиций в человеческий капитал, влияющих на динамику научно-технического прогресса и ВРП соответственно.
