'Ideen kann man nicht wie Kirschen vom Baum pfluecken' - Eine politikorientierte Analyse des Betrieblichen Vorschlagswe-sens mit Fallbeispiel

Abstract

In diesem Beitrag wird das Betriebliche Vorschlagswesen aus einer politikorientierten Perspektive analysiert. Kern dieser Perspektive ist die Auffassung von Organisationen als interessenpluralistische Gebilde und als Herrschaftsgebilde. Vor diesem Hintergrund werden die Rahmenbedingungen des Betrieblichen Vorschlagswesens, seine zentralen Akteurinnen und Akteure, deren Interessen und Ressourcen sowie Aspekte von Herrschaft herausgearbeitet. Anhand eines Fallbeispiels aus der betrieblichen Praxis wird die theoretische Analyse vertieft und konkretisiert. Dabei zeigen sich zwei zentrale Schauplaetze fuer politische Prozesse: Zum einen die Behandlung und Bewertung von Vorschlaegen durch die direkten Vorgesetzten und zum anderen die Generierung von Vorschlaegen durch die Beschaeftigten. Demgegenueber spielen die Rahmenbedingungen des Betrieblichen Vorschlagswesens nur eine untergeordnete Rolle.
