Spartengewerkschaften - Entstehungsmotive und oekonomische Wirkung

Abstract

Durch das Entstehen spezieller Berufsgewerkschaften ist in Deutschland ein neuer Gewerkschaftswettbewerb entstanden. Dieser beschraenkt sich bislang auf privatisierte, aber immer noch gesetzlich regulierte Bereiche des Verkehrs- und Gesundheitssektors. Mit Hilfe eines einfachen theoretischen Modells laesst sich zeigen, dass die gewerkschaftliche Zersplitterung auch das Ergebnis einer veraenderten Lohnpolitik sein kann. Im Zuge der Privatisierung oeffentlicher Unternehmen sind Monopolrenten unter Druck geraten. Die dadurch induzierte Lohnzurueckhaltung machte es fuer durchsetzungsstarke und gut organisierte Berufsgruppen wie Piloten oder Lokfuehrer attraktiv, eine eigene Tarifpolitik durchzusetzen. Eine empirische UEberpruefung der Einkommensverluste dieser Berufsgruppen bestaetigt diese These. Der Wettbewerb zwischen „komplementaeren“ Gewerkschaften fuehrt jedoch zu einem Aufschaukeln von Lohnforderungen und zu einer Lohndifferenzierung, die sich vor allem nach der faktischen Streikmacht richtet. Indem die Akteure einem staerkeren Wettbewerb ausgesetzt werden, lassen sich diese Auswirkungen tendenziell daempfen. Der Gesetzgeber kann ordnend eingreifen, indem er die Tarifeinheit sichert. Den ineffizienten Gewerkschaftswettbewerb eliminiert er dadurch aber nicht.
