Le Panel 2008 de la Dares : un outil d'évaluation de l'impact des contrats aidés sur la trajectoire professionnelle des demandeurs d'emploi

Abstract

[fre] Le Panel 2008 s’inscrit dans une longue tradition de panels menés par la Dares depuis . le début des années 1990 visant à décrire les trajectoires des bénéficiaires de contrat aidé (CIE, CAE, CAV, et CI‑RMA) et à évaluer l’effet du passage en contrat aidé sur ces trajectoires. Le Panel 2008 a en effet été conçu dans une optique évaluative fondée sur la compararaison entre des bénéficiaires et des non-bénéficiaires éligibles, via notamment la mobilisation de techniques d’appariement. Il s’agit d’une enquête en deux vagues menée fin 2008 et fin 2009, auprès d’un échantillon de demandeurs d’emploi qui se sont inscrits à l’ANPE au printemps 2005, dont certains ont été recrutés en contrat aidé entre le deuxième trimestre 2005 et le deuxième trimestre 2007 et d’autres non. La comparabilité entre bénéficiaires et non-bénéficiaires est une hypothèse cruciale des techniques d’appariement. Le protocole du Panel 2008 a cherché à garantir cette hypothèse dès l’échantillonnage, réalisé dans une source unique, mais également lors de la conception du questionnaire élaboré de manière à être le plus proche possible entre les deux populations ainsi que lors des traitements réalisés à l’issue de la collecte (correction de la non-réponse et calage). . De plus, l’enquête comprend de nombreuses variables permettant de mesurer finement l’hétérogénéité inobservée des répondants, en particulier sur des dimensions inédites telles leur rapport aux études, leur littératie ou leur état de santé. La richesse des informations disponibles dans le questionnaire permet également d’identifier un effet causal du passage en contrat aidé sur plusieurs variables de résultat, comme la probabilité d’être en emploi à différentes dates ou l’évolution des conditions de vie des bénéficiaires. Cet article propose une présentation détaillée de la conception et de la réalisation de cette enquête originale, qui occupe une place importante dans l’évaluation des politiques publiques de l’emploi.
