Optimal thresholds for fining speeders for a stationary speed-check operation when the traffic intensity is low

Abstract

This paper considers the problem of determining a speed threshold for the case where a traffic policeman is executing a stationary speed-check operation and the traffic intensity is low. It is well known that a large percentage of motorists break posted speed limits, and so a policeman needs to decide a threshold speed at which he will pursue a speeding motorist. We develop and apply the model to a main four-lane highway corridor in Canada.
