Role des acteurs publics dans l?emergence de strategies agricoles des villes. Exemples en mediterranee

Abstract

L?article s?interroge sur le r?le des politiques publiques et des acteurs publics dans l??mergence de strat?gies agricoles des villes. Deux ?chelles d?analyse sont privil?gi?es: l?effet de cadrage des politiques publiques aux ?chelles nationales et internationales et les formes de gouvernance mises en place ? l??chelle locale. L?analyse s?appuie sur une comparaison des dynamiques dans cinq r?gions urbaines de M?diterran?e (Constantine, Lisbonne, Mekn?s, Montpellier, Pise). L??tude montre que les politiques publiques jouent un r?le variable dans l??mergence de strat?gies agricoles urbaines; les r?f?rentiels qui les soustendent peuvent les favoriser ou les contraindre. L?approche comparative met en ?vidence le r?le significatif de l?europ?anisation des politiques publiques et du paradigme du d?veloppement durable dans l??mergence de ces strat?gies. Les initiatives et les formes de gouvernance d?velopp?es ? l??chelle locale s?av?rent ?galement d?terminantes. Les configurations sont ici tr?s diverses. Les acteurs publics peuvent ?tre initiateurs, facilitateurs ou r?cup?rateurs de ces innovations territoriales.
