La gestione dei rifiuti speciali in Veneto: caratteristiche essenziali, tendenze recenti ed esportazioni transfrontaliere

Abstract

L?articolo considera l?evoluzione nel periodo 2005-2010 del sistema di gestione dei rifiuti industriali in Veneto. La tendenza conferma un aumento dei rifiuti recuperati, di quelli pretrattati ai fini dello smaltimento, mentre quelli inceneriti e quelli smaltiti in discarica diminuiscono. Per quanto riguarda le esportazioni, aumenta l?incidenza di quelle verso i Paesi UE e la diminuzione di quelle verso Paesi extra UE. Per quanto riguarda questi ultimi, le destinazioni prevalenti sono Cina, Hong Kong, India, Indonesia e Pakistan. La destinazione finale di questi flussi resta comunque molto difficile da monitorare. Essi, inoltre, nascondono spesso esportazioni illegali. ? necessaria una maggiore cooperazione a scala internazionale; ma anche a livello nazionale si pu? fare molto: in particolare, l?atteso avvio del Sistema informatizzato di monitoraggio e gestione (Sistri) consentir? un controllo pi? efficiente dei flussi, oggi troppo frammentato.
