Abstract

•The issue attention cycle applied to the COVID-19 pandemic timeline.•The attitudes and behaviours of passengers vary according to the COVID-19 phase.•Passengers are willing to fly on short and medium distances during times of uncertainty.•Safety rules minimize the perceived health risk and effectively reduce the uncertainty.•Heterogeneous restrictions affect passenger attitudes and create business implications.
