Was bringen Riester-Produkte dem Verbraucher?: Analyseergebnisse einer anbieterunabhängigen Testorganisation

Abstract

The Riester pension scheme was initiated by the government in order to compensate for the reductions in the state pension scheme, thus, avoiding, or at least alleviating, the looming threat of poverty among the elderly. Nevertheless, experience shows that public participation in government-subsidized pension-saving products is insufficient. Most Riester products are too expensive, too complicated and not transparent enough to encourage consumers to save more for their pensions. Furthermore savers only marginally benefit from government grants and subsidies due to acquisition expenses, administration charges, and excessive profit-margins of Riester products. In order to meet the original objectives of the Riester reform, a fundamental revision of the eligibility rules and regulations product is warranted. One solution to make the Riester pension scheme more attractive for consumers is the retirement provision account called "Altersvorsorgekonto", as suggested by the Consumer Commission of Baden-Württemberg. It is characterized by its simplicity, transparency, flexibility and security. Mit Einführung der Riester-Rente wollte der Gesetzgeber seinen Bürgern ermöglichen, die seinerzeitigen Kürzungen bei der gesetzlichen Rente wenigstens teilweise zu kompensieren - und damit einen wichtigen Beitrag zur Armutsvermeidung leisten. Doch die Praxis zeigt: Die Beteiligung an der staatlich geförderten Privatvorsorge ist unzureichend. Das Gros der Riester-Produkte ist zu teuer, zu intransparent und zu kompliziert, um Verbraucher zum Vorsorgesparen zu animieren. Vor allem kommt die staatliche Förderung kaum bei den Sparern an, sondern wird oft ganz oder teilweise durch Abschluss- und Vertriebskosten oder von überzogenen Gewinnerzielungsabsichten der Anbieter aufgezehrt. Um den Zielen der Riester-Reform gerecht zu werden, ist daher eine grundlegende Überarbeitung der Förderregeln und Produktvorschriften geboten. Ein Lösungsvorschlag, um die Riester-Rente einfacher und attraktiver zu machen, könnte auch das Altersvorsorgekonto sein, für das sich unter anderem die Verbraucherkommission Baden-Württemberg stark macht.
