Criterios de eficiencia para la evaluación de explotaciones agropecuarias

Abstract

Con miras a evaluar el impacto de una política agraria es útil calibrar el desempeno de los productores, y el concepto de eficiencia económica provee una base teórica para tal propósito. Esto no significa que únicamente sean las variables económicas las que expliquen la eficiencia, pero aquellas constituyen un punto de partida que puede complementarse con variables no económicas para llevar a cabo una evaluación más comprensiva.Con tal fin es preciso comparar una situación observada con una norma definida de eficiencia. 0, en otras palabras, es necesario especificar qué es lo que va a medirse y los objetivos finales que se espera lograr. La eficiencia puede ser considerada desde un punto de vista social o empresarial. Como las metas son distintas en uno y otro caso, tal alternativa determina los aspectos de la empresa que deben ser evaluados, así como las variables y el método de evaluación. Para un agricultor, eficiencia puede significar la obtención de altos niveles de producción en su tierra. El "ser eficiente" podría implicar así mismo la obtención de altos niveles de ganancia. Un observador de la estructura interna del sector agropecuario podría cotejar la "eficiencia" alcanzada por explotaciones de diferente tamano relacionando el valor de los niveles de producción con los costos (Britton y Hill, 1975). Para la sociedad en su conjunto, el concepto de eficiencia encierra otrossignificados que no necesariamente coinciden con los del agricultor individual; esto es, la eficiencia es un concepto evaluativo y no es posible definirla independientemente de las metas fijadas y los conocimientosde los planificadores.
