Der Verlust des Wachstumsvorsprungs. Österreichs makroökonomische Entwicklung von 1970 bis 2000

Abstract

Im Durchschnitt der letzten dreißig Jahre weist Österreich in fast allen gesamtwirtschaftlichen Variablen - vor allem bei Wirtschaftswachstum und Arbeitsmarktentwicklung - eine relativ günstige Situation auf. Eine genauere Betrachtung dieser Zeitperiode läßt allerdings erkennen, daß der Wachstumsvorsprung Österreichs nur in den siebziger Jahren und in den europäischen Rezessionsphasen erreicht werden konnte. Beide Phänomene können auf die makroökonomische Wirtschaftspolitik, die an der Stabilisierung der Erwartungen der wirtschaftlichen Akteure ausgerichtet war und erhebliche antizyklische Effekte hatte, zurückgeführt werden. Dieser Wachstumsvorsprung gegenüber den EU-Ländern ging allerdings in den achtziger und neunziger Jahren weitgehend verloren, Zuwächse in Output und Nachfrage entsprachen nur noch dem EU-Durchschnitt. Dies kontrastiert besonders stark mit den hohen Investitionsaktivitäten und weist auf Ineffizienzen in der Struktur der Investitionen hin. Die Investitionen im Baubereich dominieren, während im Bereich der Informations- und Kommunikationstechnologien und der Innovationen generell ein Rückstand besteht
