Was verhindert einen leistungssteigernden Wettbewerb im Bildungsföderalismus?

Abstract

Das Für und Wider des Bildungsföderalismus ist regelmäßiger Bestandteil politischer Debatten in Deutschland. Auf Basis der vorliegenden Studie lässt sich feststellen, dass Fehleinschätzungen über die relativen Leistungen der länderspezifischen Bildungspolitik ein großes Hindernis für einen Ideenwettbewerb zwischen den Bundesländern darstellen können. Parallele Befragungen von Bürger*innen und Landtagsabgeordneten ergeben, dass beide Gruppen verzerrte Vorstellungen über Schülerleistungen in ihrem Bundesland haben. Ein Informationsexperiment zeigt, dass die Bereitstellung von vergleichenden Informationen über Schülerleistungen die politische Zufriedenheit der Bürger*innen zwischen leistungsstarken und leistungsschwachen Bundesländern polarisiert. Gleichzeitig erhöhen Leistungsinformationen die Unterstützung für transparenzfördernde Maßnahmen in Form von regelmäßigen Schülervergleichstests. Eine stärkere öffentliche Sichtbarkeit relativer Bildungsleistungen der Bundesländer könnte den Anreiz für Parlamentarier*innen erhöhen, leistungssteigernde Maßnahmen im Bildungssektor umzusetzen.
