Die Magdeburger Alternative: Lohnende Arbeit bezahlbar machen

Abstract

Die Magdeburger Alternative plädiert für eine Befreiung der Arbeitgeber von den gesamten Sozialversicherungsbeiträgen, welche die Arbeitskosten unmittelbar senkt. Um Mitnahmeeffekte auf Seiten der Arbeitgeber zu vermeiden, werden von Arbeitslosengeld-II-Empfängern neu aufgenommene Beschäftigungsverhältnisse in der untersten Lohngruppe nur dann gefördert, wenn sich gemessen an einem Stichtag der Beschäftigungsstand eines Unternehmens in dieser Lohngruppe erhöht. Außerdem bekommen bestehende Unternehmen für jeden zusätzlich geschaffenen Arbeitsplatz die Sozialversicherungsbeiträge für einen bereits vorher in der untersten Lohngruppe Beschäftigten erstattet. Die Magdeburger Alternative verspricht sich von der Subventionierung der Sozialversicherungsbeiträge eine rasche Ausweitung der Arbeitsnachfrage.
