Die Freiburger Zwei-Flanken-Strategie zur Wohneigentumsförderung

Abstract

Mit der Freiburger Zwei-Flanken-Strategie bringen Prof. Dr. Bernd Raffelhüschen und Jörg Schoder, Universität Freiburg, ein Konzept zur Wohneigentumsförderung in die Diskussion ein, das der doppelten Funktion des Wohneigentums, Alters- und Generationenvorsorge, und der Notwendigkeit einer verstärkten privaten Vorsorge zur Abfederung des zu erwartenden Alterungsprozesses Rechnung tragen soll. Grundidee ihres Reformvorschlags ist es, den Individuen eine Wahlfreiheit einzuräumen, welche Förderung sie in Anspruch nehmen möchten. Bei einer Entscheidung für Immobilien als Form der Altersvorsorge erfolgt eine Förderung gemäß dem AVmG, bei vollständiger Gleichstellung der Immobilien mit den bislang zertifizierten Vorsorgeprodukten. Durch die Gleichstellung des Wohneigentums könnten die bisherigen Formen der (An-)Sparförderung (Wohnungsbauprämie und der Arbeitnehmersparzulage) ersetzt werden. Ist hingegen mit der Wohneigentumsbildung ein Beitrag zur Generationenvorsorge beabsichtigt, so wird diese mit einer »Generationenzulage« gefördert, allerdings nur für Familien mit Kindern bei geringeren Grund- und höheren Kinderzulagen.
