Strukturelle Ursachen des Einkommensrückstands Ostdeutschlands

Abstract

In der Öffentlichkeit wird zuweilen die Ansicht geäußert, der Abstand in den Verdienstmöglichkeiten zwischen Ost- und Westdeutschland sei vor allem eine Folge unterschiedlicher Wirtschaftsstrukturen (wie der Dominanz kleiner und mittlerer Unternehmen, des Fehlens von Unternehmenshauptsitzen oder auch einer ungünstigen Branchenstruktur). In diesem Beitrag wird gezeigt, dass Strukturunterschiede nur einen kleinen Teil der Einkommenslücke erklären können. Vielmehr resultiert diese aus einem insgesamt niedrigeren Lohn- und Gehaltsniveau. Freilich reflektiert dies auch die geringe Leistungskraft vieler Unternehmen; eine raschere Lohnangleichung ist insoweit nur tragfähig, wenn es gelingt, auch das durchschnittliche Produktivitätsniveau in Ostdeutschland deutlich zu erhöhen.
