Contractualisation et performance de l'agroalimentaire: cas de l'activite laitiere en Tunisie

Abstract

Historiquement, la Tunisie est toujours en quête d’une sécurité alimentaire. Les résultats ont été toujours insatisfaisants. Le rôle de l’Etat s’est concentré sur un mode de régulation par les finances publiques. Ce mode a rempli des fonctions essentielles en préservant certains équilibres d’ordres politique, économique et social. Toutefois, le contexte de crise actuelle aux niveaux alimentaire et financier débouche sur une situation insoutenable. Dès lors, il est impératif d’explorer des voies de réformes alternatives. Dans ce cadre, ce travail vise à élucider le rôle des négociations contractuelles et à montrer l’importance de l’adhésion des producteurs isolés dans des coopératives agricoles de services. Dans ce sens, une enquête a été menée dans trois régions de la Tunisie en 2010. Les résultats montrent que la performance prix et qualité est nettement plus élevée en présence d’unions des producteurs et ce grâce à l’établissement des contrats mieux appropriés.
