Les mesures techniques non tarifaires :quels effets sur les exportations agricoles des pays africains ?

Abstract

Nous analysons l’impact des mesures techniques non tarifaires sur les exportations agri-coles d’origine végétale de cinq régions africaines, à savoir l’Afrique orientale, occidentale, centrale, septentrionale et australe. Un modèle de gravité, estimé pour 108 pays parte-naires sur la période 2003-2013, montre que les normes sanitaires et phytosanitaires et les obstacles techniques au commerce ont des effets divergents selon les pays. Les me-sures techniques non tarifaires semblent améliorer la capacité d’exportation des pays d’Afrique orientale et occidentale grâce à des signaux de qualité et agissent comme des catalyseurs pour développer leur avantage concurrentiel. En revanche, les producteurs d’Afrique centrale, septentrionale et australe ne parviennent pas à améliorer leur gestion du risque sanitaire, suggérant que les coûts supplémentaires de la certification entravent significativement leurs exportations vers les marchés des pays développés au profit des marchés du Sud.
