Was tun, wenn der Markt kollabiert?

Abstract

Die Situation ist sehr ernst. Etliche Gaskunden werden im Winter ihre Heizung herunterdrehen oder ihre Produktion herunterfahren müssen. Je kälter der Winter, desto größer das Problem. Ökonomen sind sich weitgehend einig, dass die Politik die Entscheidung, wer wie viel Gas einspart, dem Markt und dem Preismechanismus überlassen soll (siehe z.B: Bayer et al, 2022, Felbermayr et al. 2022, Ockenfels, 2022). Dafür gibt es gute Gründe, auch wenn hohe Preise und die damit verbundenen Verbrauchsreduktionen sehr schmerzhaft sind. Und so gehen auch praktisch alle Maßnahmen der Bundesregierung und der Bundesnetzagentur zur Vorbereitung auf und zum Umgang mit einer Gasmangellage davon aus, dass der Gashandel funktionieren wird und die Gaszuteilung im Wesentlichen übernimmt. Doch was, wenn der Handel im Gasmarkt zusammenbricht? Gänzlich unwahrscheinlich ist das nicht (siehe dazu auch Wambach, 2022).
