Konflikte ohne Partnerschaft? Tarifpolitischer Bericht 2. Halbjahr 2023

Abstract

Im Jahr 2023 fanden in zwanzig näher untersuchten Branchen insgesamt 23 Tarifverhandlungen statt. Eine Analyse zeigt, dass es in vielen dieser Verhandlungen recht konfliktreich zuging. Die maximale Eskalationsstufe - sie gibt auf einer 7-stufigen Skala an, bis zu welcher Stufe ein Konflikt eskaliert - lag im Durchschnitt bei 3,0. Das ist der höchste Wert, der seit 2010 gemessen wurde. Die Konfliktintensität - sie summiert die im Laufe einer Tarifauseinandersetzung erreichten Eskalationsstufen - lag bei durchschnittlich 15,0. Dies stellt ebenfalls einen Höchstwert dar. Besonders markant ist der Vergleich zum Vorjahr. Im Jahr 2022 betrug die maximale Eskalationsstufe noch 2,0 und die verschiedenen Konflikthandlungen summierte sich auf 5,5 Punkte. Gemessen an der Konfliktintensität war 2023 damit fast dreimal so konfliktreich wie das Jahr 2022.
