Finanzhilfen der Länder in den Jahren 2000 bis 2007 - eine Aktualisierung

Abstract

Die Finanzhilfen der Länder und ihrer Gemeinden waren im Jahr 2007 in weiter Abgrenzung mit (geplanten) 61,3 Mrd. Euro deutlich niedriger als im Jahr 2000 (65 Mrd. Euro). Ohne Grenzfälle gerechnet ergibt sich ein analoger Verlauf auf einem zwischen 4 und 5 Mrd. Euro niedrigeren Niveau. Mit 56,9 Mrd. Euro im Jahr 2007 entsprechen die Finanzhilfen in enger Abgrenzung in etwa dem Länderanteil am Aufkommen der Lohnsteuer. In Relation zum nominalen Bruttoinlandsprodukt (BIP) sind die Finanzhilfen kontinuierlich um über einen halben Prozentpunkt zurückgegangen; die Finanzhilfequote ist in den neuen Ländern stärker reduziert worden als in den alten, sie ist aber noch mehr als doppelt so hoch wie in Westdeutschland. Fast neun Zehntel der Ausgabesubventionen sind gezielte Sektorhilfen zugunsten von Unternehmen sowie an (halb-)staatliche Dienstleister. Verglichen mit den 61,3 Mrd. Euro bzw. 56,9 Mrd. Euro in dieser Studie wird im einundzwanzigsten Subventionsbericht der Bundesregierung für das Jahr 2007 nur ein Finanzhilfevolumen der Länder und Gemeinden in Höhe von 12,1 Mrd. Euro ausgewiesen.
