Zu den finanzpolitischen Plänen der Parteien zur Bundestagswahl

Abstract

Die Lage der öffentlichen Haushalte stellt sich im Wahljahr ausgesprochen günstig dar. Im Jahr 2016 schloss der Gesamtstaat, also Bund, Länder, Kommunen und Sozialversicherungen, laut Volkswirt-schaftlichen Gesamtrechnungen mit einem Rekordüberschuss von über 26 Mrd. Euro ab. Im laufenden Jahr hat sich die Kassenlage von Bund und Ländern bis zum Monat Mai im Vergleich zum Vorjahres-zeitraum zudem deutlich verbessert. Prognosen legen nahe, dass der Bruttoschuldenstand in der Maastricht-Abgrenzung in wenigen Jahren den Schwellenwert von 60 Prozent in Relation zur Wirt-schaftsleistung unterschreiten wird. Die Schuldenbremse ist seit ihrem Inkrafttreten im Jahr 2011 eingehalten worden und räumt dem Bund nach Abschluss der Übergangsphase im Jahr 2016 einen konjunkturbereinigten Nettoneuverschuldungsspielraum von maximal 0,35 Prozent in Relation zum Bruttoinlandsprodukt ein. Die Überschüsse signalisieren scheinbar Spielräume für merkliche Abgaben-senkungen oder zusätzliche Ausgaben, ohne mit den Vorgaben der Schuldenbremse in Konflikt zu geraten.
