Abstract

Die Kassenlage der öffentlichen Haushalte scheint trotz Schuldenkrise in Europa ausgesprochen günstig. Insbesondere die Lage der Sozialversicherungen ist gut. Die gute Arbeitsmarktlage stärkt die Einnahmenseite und die Ausgaben steigen anders als vor wenigen Jahren nicht ständig dramatisch an. Insbesondere Letzteres ist allerdings neben verschiedener politischer Maßnahmen, wie der Kostendämpfung im Medikamentenbereich oder der Rücknahme des Eingriffs in die Rentenformel, auch von einer demographisch günstigen Entwicklung beeinflusst. Nach vielen Jahren des Rückgangs stagnierte der Anteil der zwischen 20- und 65-Jährigen an der Gesamtbevölkerung in den Jahren 2007 bis 2009. In den Jahren 2010 und 2011 ist er deutlich gestiegen. Das umgekehrte Absinken der Abhängigenquote schafft ein günstiges Umfeld für Kranken-, Pflege- und Rentenversicherungen, da die Zahl der potentiellen Beitragszahler gestiegen und zugleich die Kostenentwicklung gedämpft worden sein dürfte.
