Subventionsdschungel Energiewende: Ein Überblick

Abstract

Was kostet die Energiewende? Prominente Schätzungen darüber gehen weit auseinander. Sie reichen vom legendären Preis einer Kugel Eis pro Monat bis zu einer Billion Euro bis zum Ende der 2030er Jahre. Vor allem die EEG-Umlage, die die Stromkunden über ihre Rechnung bezahlen, ist im Fokus öffentlicher Debatten. Weniger Aufmerksamkeit kommt den Ausgaben für die Ener-giewende zu, die aus dem Bundeshaushalt geleistet werden. Diese sind zwar geringer als die EEG-Subventionen, steigen jedoch kontinuierlich. Nach den Plänen der Bundesregierung werden sie auch in den kommenden Jahren deutlich zunehmen - zulasten des Steuerzahlers. Zugleich sind die Ausgaben aus dem Bundeshaushalt zur Umsetzung der Energiewende zum Teil sehr intrans-parent. Eine systematische Übersicht der Ausgaben durch die Bundesregierung fehlt. Zudem dro-hen trotz der Milliarden-Förderung elementare Ziele der Energiewende verfehlt zu werden. So bewegen sich beispielsweise die deutschen Treibhausgasemissionen in den vergangenen Jahren auf nahezu unverändertem Niveau statt wie geplant zu sinken.
