Facteurs de valorisation de la recherche publique quelles perspectives pour une jeune université dans un contexte de crise ? (Incentive factors for the exploitation of public research prospects for a young university in a context of crisis)

En France, comme dans tous les autres pays industriels, les pouvoirs publics essaient d'accroître les relations entre universités et entreprises pour stimuler la créativité et la croissance. Mais la loi, à elle seule, est-elle suffisante ? Les différents cas étudiés montrent que la réussite de la valorisation dépend de l'application du « carré organique » composé d'interactions fortes entre réglementation ; milieu et esprit d'entreprise ; progrès technique ; et stratégie universitaire. Nous avons appliqué cette méthode au cas particulier d'une jeune université française (l'Université du Littoral Côte d'Opale) et nous avons montré que le chaînon manquant de l'interaction forte entre recherche universitaire et richesse de l'économie locale entrave les transferts de ressources scientifiques de la recherche publique vers le monde de l'entreprise. In France, as in every industrial country, states try to reinforce the relations between universities and enterprises, in order to stimulate creativity and growth. But is the law in itself sufficient? The different cases studied here show that good results in exploiting scientific research depend on the application of the « organic square » which consists in strong interactions between law; milieu and entrepreneurship function; technical progress; and university strategy. We have applied this method to the particular case of a young French university (University Of Littoral Côte d'Opale) and we have shown that the missing link of a strong interaction between academic research and richness of the local economy hinders scientific resources transfers from public research to the world of enterprise.
