Vertraulichkeit und Verfügbarkeit von Mikrodaten

Abstract

Der Vortrag beschreibt die Entwicklungen der letzten zehn Jahre bezüglich des Zugangs zu amtlichen Mikrodaten, insbesondere Unternehmens- und Betriebsdaten. Dabei werde ich vor allem auf Ergebnisse aus drei Projekten eingehen, an denen ich selbst mitgewirkt habe: (a) Anonymisierung von Querschnittsdaten, (b) Anonymisierung von Paneldaten und (c) Datenzugang über "Remote Access". Alle drei Projekte wurden gemeinsam von Mitarbeitern der Statistischen Ämter und des IAB sowie von Wissenschaftlern aus dem Bereich der empirischen Wirtschaftsforschung bearbeitet. Mein Vortrag spiegelt naturgemäß eher die Sicht eines Daten-Nutzers als die eines Datenschützers wider. Als Resumee ist festzuhalten, dass die - datenverändernde - Anoymisierung von Daten für Unternehmen und Betriebe einen Zugang zu diesen Mikrodaten schafft, der nicht ohne Probleme ist. Allerdings sind diese Daten im Zusammenhang mit dem Fernrechnen ("remote access'), das als bester Zugangsweg anzusehen ist, als "Strukturfiles" einsetzbar.
