Quel rôle des dirigeants des collectivités locales dans le renforcement des capacités de résilience ? Proposition de conceptualisation

Abstract

Face à la succession de crises multiformes et hétérogènes, les collectivités locales sont appelées à renforcer leur résilience, c'est-à-dire à se préparer aux crises et aux catastrophes et à maintenir leurs activités en cas de choc. Grâce à une revue de littérature sur la résilience en sciences de gestion complétée par des entretiens d'experts, nous proposons une définition de la résilience des collectivités locales, en tant qu'organisation au service du territoire, et développons le concept de « capacités dynamiques de résilience ». La légitimité démocratique des collectivités locales sur le territoire leur permet d'assumer un rôle d'acteur pivot dans le renforcement de la résilience territoriale. Notre recherche porte en particulier sur le rôle des Hauts Managers Publics (HMP) que nous définissons comme des acteurs centraux du renforcement de ces capacités dynamiques de résilience par leur position stratégique, à l'intersection entre animation du territoire et développement des capacités internes de l'organisation.
