La double transition civile et militaire de la Russie

Abstract

The conversion of an arms industry into a civilian industry implies a radical change in the political, technological and economic priorities of a country. The reduction of military spending leads to a devaluation of technical and human capital, often inappropriate to the constraints of the civilian sector. At the same time, Russia is engaged in a process of economic transition to a market economy. The Soviet Union has committed enormous resources to the military field, which Russia cannot and does not want to prolong, because this strategy has led to both the impoverishment of its citizens and the development of social inequalities. Conversion becomes an investment for peace, provided that the Russian economy, which has undergone a strong political and social trauma, gets out of the rut of the inevitable economic crisis of the transition.
