Abstract

6me journée d'étude en contrôle de gestion de Nantes, « Le pilotage des services publics », Les effets des démarches locales de performance sur le pilotage des services publics . Maurel Christophe, Favoreu Christophe, Gardey Damien, Carassus David Résumé : Les démarches locales de performance se sont développées dans les collectivités françaises parallèlement à la LOLF dans les administrations d'Etat. Ces démarches, qui s'inscrivent dans le New Public Management, visent à améliorer le pilotage des structures et services publics selon des logiques d'efficience, d'efficacité et de lisibilité de l'action publique (Behn 2003). A partir d'une grille d'analyse, reprenant les pratiques associées aux démarches de performance au sein de collectivités « avancées », nous analysons les impacts observés et montrons que l'orientation de ces nouveaux modes de management est principalement interne avec un objectif premier d'économies de ressources financières. https://lemna.univ-nantes.fr/colloques-seminaires-conferences/colloques/6eme-journee-detude-en-controle-de-gestion-de-nantes
