Enjeux et modalités de l'évaluation de la performance globale dans une organisation publique : le cas des universités françaises

Abstract

Actuellement, les universités françaises font face aux nouveaux enjeux découlant de leur passage à l'autonomie. Nous analysons ici, en conséquence, la globalité de la performance universitaire qui, de par sa prise en compte de plus en plus importante dans les établissements d'enseignement supérieur et de recherche, peut répondre à leurs nouveaux besoins. Dans ce sens, cette communication propose donc, dans un premier temps, d'examiner les enjeux internes et externes de la mesure de la performance globale universitaire. Puis, dans un second temps, nous étudions les modalités de mise en oeuvre d'une évaluation globale de la performance universitaire. Ces analyses nous permettent, en particulier, de déterminer si le Balanced ScoreCard (BSC) peut s'avérer représenter l'outil de contrôle de gestion le plus à même de mesurer la performance globale des universités françaises.
