Abstract

Résumé : Les démarches locales de performance se sont développées dans les collectivités françaises parallèlement à la LOLF dans les administrations d'Etat. Ces démarches, qui s'inscrivent dans le New Public Management, visent à améliorer le pilotage des structures et services publics selon des logiques d'efficience, d'efficacité et de lisibilité de l'action publique (Behn, 2003). A partir d'une grille d'analyse, reprenant les pratiques associées aux démarches de performance au sein de collectivités « avancées » en matière d'implantation d'outils novateurs de gestion, nous analysons les impacts observés et montrons que l'orientation de ces nouveaux modes de management est principalement interne avec un objectif premier d'économies de ressources financières
