Abstract

Innovation, autonomie et normes de gestion : les équipes de direction universitaire face à l'évaluation de la performance Laurent MERIADE * En tant qu'opérateurs de l'État, les universités françaises sont soumises aux nouvelles règles de gestion définies par la LOLF 1 , votée en août 2001 et mise en place en janvier 2006. En 2007, la LRU 2 instaurant le passage aux RCE 3 , entraîne l'obligation de maîtriser la masse salariale, le patrimoine immobilisé et le pilotage budgétaire de l'établissement. En 2009, l'introduction du modèle SYMPA 4 , en remplacement du modèle SANREMO 5 , introduit une méthode de calcul de dotation sur critères dits d' « activité » et de « performance ». Dix ans auparavant, en1999, les accords de Bologne ont engagé les établissements dans le chantier de l'harmonisation européenne des diplômes et ont, en filigrane, développé les possibilités de comparer différents modes et logiques d'organisation. * * Docteur en sciences de gestion, Université d'Auvergne (IUT d'Aurillac) 1.
