Abstract

[fre] Les minima sociaux en France : entre compensation et responsabilité par Marc Fleurbaey, Cyrille Hagneré, Michel Martinez et Alain Trannoy . Cet article propose une grille de lecture d'un système de transferts à partir de la notion de responsabilité individuelle : si le montant d'une aide quelconque est indépendant des caractéristiques individuelles des bénéficiaires, ces derniers sont implicitement tenus pour responsables de ces caractéristiques. Après l'exposé du cadre théorique, nous passons en revue l'ensemble des aides destinées aux personnes défavorisées, en examinant successivement la prise en compte de caractéristiques socio-démographiques, et celles des revenus d'activité. Cette approche se révèle utile, en particuUer, pour mettre en lumière des hypothèses implicites un peu bizarres quant aux normes de comportement en matières d'aides inter-individuelles. Un traitement avantageux des familles monoparentales bien que mal adapté semble également émerger. D ' autre part, la prise en compte de la structure dynamique des versements des allocations permet de montrer que la réforme Aubry des minima sociaux a eu un effet non négligeable dans la diminution des trappes à inactivité. This paper suggests a reading grid for a system of transfers based on the notion of individual responsibility: if the sum of a given benefit is independent of the individual characteristics of the recipients, these recipients are implicitly taken to be responsible for these characteristics. We first present the theoretical framework and then review all the benefits for underprivileged individuals, studying how socio-demographic and earned-income characteristics are taken into account.
