Baromètre de la confiance des consommateurs Québécois à l’égard des aliments - 4e édition

Abstract

Since 2019, the Baromètre alimentaire du CIRANO has tracked the evolution of Quebecers’ perceptions, knowledge, and behaviors related to food. The 2025 edition, conducted with a representative sample of 1,003 Quebec residents, offers particularly rich insights: it takes place in a post-pandemic context marked by persistent inflation, but above all by growing geopolitical and trade tensions. The results show that, after a low point in 2023, Quebecers’ confidence in their food has regained some momentum (62% compared to 59%). However, this confidence remains fragile and dependent on three main levers: local origin, transparency, and food literacy. Price remains the top concern (with 82% of respondents saying they are somewhat or very concerned), but there has been a significant increase in concerns related to product origin and trade agreements (the proportion of Quebecers worried about the impact of trade agreements on Quebec businesses reached 58% in 2025, a 12-point increase compared to 2023). Despite the growing importance placed on product origin, the lack of knowledge about certifications and labeling mechanisms remains high. However, Quebecers’ level of food literacy has slightly improved over time. The Baromètre’s findings reveal a clear link: people with stronger food knowledge and skills show a significantly higher overall level of confidence in their food. Strengthening food literacy is therefore not just an educational issue—it is a key structural lever to boost public confidence, support more informed consumption choices, and ultimately strengthen the trust between citizens and Quebec’s agri-food system. The 2025 edition of the Baromètre thus sends a strong message: local origin reassures, transparency builds trust, and literacy prepares the future. Depuis 2019, le Baromètre alimentaire du CIRANO suit l’évolution des perceptions, des connaissances et des comportements de la population québécoise en matière d’alimentation. L’édition 2025, réalisée auprès d’un échantillon représentatif de la population québécoise de 1003 Québécois, apporte un éclairage particulièrement riche : elle s’inscrit dans un contexte post-pandémique marqué par une inflation persistante, mais surtout marqué par des tensions géopolitiques et commerciales. Les résultats montrent qu’après un creux en 2023, la confiance des Québécois envers leur alimentation retrouve un certain souffle (62 % contre 59 %). Mais elle demeure fragile, dépendante de trois principaux leviers : l’origine locale, la transparence et la littératie alimentaire. Le prix demeure en tête des préoccupations (82 % des répondants déclarant être plutôt ou très préoccupés à ce sujet), mais on observe une progression marquée des enjeux liés à la provenance et aux accords commerciaux (la proportion de Québécois préoccupés par les impacts des accords commerciaux sur les entreprises du Québec atteint 58 % en 2025, soit une hausse de 12 points de pourcentage par rapport à 2023). Malgré l’importance croissante accordée à l’origine des produits, la méconnaissance des certifications et des mécanismes d’étiquetage demeure élevée. Le niveau de compétences alimentaires des Québécois s’est toutefois légèrement amélioré au fil du temps. Les résultats du Baromètre mettent en évidence un lien clair : les personnes qui possèdent de meilleures connaissances et compétences alimentaires manifestent un niveau de confiance global nettement plus élevé envers leur alimentation. Ainsi, renforcer la littératie alimentaire ne relève pas uniquement d’un enjeu éducatif, mais constitue un véritable levier structurant pour accroître la confiance de la population, soutenir des choix de consommation plus éclairés et, ultimement, consolider la relation de confiance entre les citoyens et le système bioalimentaire québécois.
