Production Of Surplus Crops On Irrigated Land Served By The U.S. Bureau Of Reclamation

Abstract

This study deals with coordinating long-term irrigation development programs of the U.S. Bureau of Reclamation (USBR) with short-term acreage reduction programs in the U.S. Department of Agriculture. Farmers growing crops on land using USBR-developed water devote a smaller proportion of their land to program crops and participation rates in commodity programs are lower than for other farmers. If USBR farmers had been required to participate in the 1982 programs, U.S. farmers' incomes would have increased about 2 percent. Full-cost pricing and limits on water use would be more effective options in resolving program inconsistencies. However, new legislation and complex regulations would be required.
