Evaluating The Costs Of Alternative Water Quality Policies: Effluent Charges Or Direct Controls?

Abstract

Estimates are provided of the costs of water quality improvements to agricultural producers in Florida. Cost was lower with a charge system than with direct controls. This finding is in contrast to that of Jacobs and Casler and the theoretical arguments of Buchanan and Tullock. The key factor is flexibility.
