From national- to multi-level governance

Abstract

This chapter begins by accounting for the demise of the nation-state and the rise of multilevel governance. It then discusses the limits and barriers to multilevel governance, and next turn to consider how multilevel governance networks can help to connect different governance levels and how the local level of territorial governance may gain importance through its recognition and exploitation of its multilevel embeddedness. The chapter also considers a more flexible (and thus robust) approach to multilevel governance that relies on a continuous up- and down-scaling of governance, depending on the problem at hand. The conclusion sets out an agenda for further research.
