Auswirkungen des (Nicht-)Handelns: Mögliche Kosten des altersbedingten Abgangs von Fachkräften

Abstract

Die Studie untersucht die Herausforderungen, die aus den massiven Abgängen der Arbeitskräfte ab 55 Jahren in den nächsten 5 bis 10 Jahren resultieren können, sowie den zusätzlichen Bedarf in Berufen, insbesondere im Kontext von Digitalisierung, Ökologisierung und dem Ersatzbedarf in systemrelevanten Wirtschaftsbereichen. Zudem wird der damit verbundene Qualifizierungsbedarf betrachtet und es werden zwei Szenarien für die zukünftige Entwicklung des Arbeitskräfteangebots erstellt. Das erste Szenario thematisiert den Mangel an qualifizierten Arbeitskräften aufgrund der erwarteten Abgänge älterer Arbeitnehmer:innen. Das zweite Szenario befasst sich mit der Aufqualifizierung von Personen im Erwerbsalter mit höchstens Pflichtschulabschluss. Anhand eines Produktionsfunktionsansatzes wird abgeschätzt, wie sich Änderungen im Arbeitsvolumen auf die Gesamtwirtschaft auswirken können. Die gewonnenen Erkenntnisse fließen in die Handlungsoptionen ein.
