Abstract

La politique d’innovation, au niveau national comme au niveau européen, passe largement par les régions. La politique régionale de l’UE est de plus en plus conçue comme un instrument de sa politique d’innovation. Avec le nouveau mot d’ordre de « smart specialisation », l’Europe cherche à stimuler et coordonner les stratégies territoriales. Est-ce une idée vraiment neuve et est-elle efficace ?
