Vers Une Redéfinition Du Rôle Des Ports De Commerce Dans Les Territoires Par Le Prisme De La Transition Énergétique ?

Abstract

Les ports de commerce sont des lieux stratégiques de transit et de transformation des énergies fossiles. Des facteurs géostratégiques, écono-miques et environnementaux conduisent depuis quelques années l'Union européenne à adapter sa politique énergétique. La transition énergétique qui en découle vise à réduire la dépendance de l'Union européenne aux énergies fossiles, à améliorer l'efficacité énergétique et à accroître la production d'énergies renouvelables. Cette orientation est porteuse d'une certaine évolution du rôle des ports de commerce. A petite échelle géographique (interface monde / territoire régional) il apparaît que les ports doivent continuer à valoriser les atouts qui sont les leurs et qui sont fondés sur leur position d'interface entre les territoires et les marchés internationaux. A grande échelle géographique (interface zone industrialo-portuaire / métropole) il apparaît que les autorités portuaires doivent faciliter les échanges d'énergie au sein de la zone industrialo-portuaire et avec la ville-port. Selon les filières énergétiques considérées les ports doivent ainsi conforter leur savoir-faire traditionnel centré sur les services au navire et à la marchandise, et développer leur compétence d'aménageur au sein de la ville-port.
