La politique agricole commune. Crise et remèdes

Abstract

[eng] A critical analysis of proposals made for the reform of the common agricultural policy. Its three basic principles (free movement of goods, Community preference and joint financial responsibility) are valid and should be better abided by Expenses must however be reduced and better orientated and exports developed. This requires lowered support prices and some mechanism to correct the worst effects of this fall in prices on farm incomes. Various methods are compared. Direct income payments with ceilings appear to have less drawbacks than other methods. [fre] Analyse d'ensemble et discussion des réformes proposées pour améliorer la Politique Agricole Commune. Les trois principes fondamentaux de libre circulation, préférence communautaire et solidaritéfinancière doivent être maintenus et même mieux respectés. Mais il faut réduire et mieux orienter les dépenses et favoriser l'exportation. Ceci exige des prix de soutien abaissés et une certaine correction des effets de cette baisse sur les revenus des agriculteurs. Après comparaison avec d'autres méthodes proposées, celle des aides directes plafonnées semble la moins mauvaise.
