La politique agricole française et l'Europe verte : impasse ou révision ?

Abstract

[fre] La PAC ne sert plus l'agriculture Européenne. Le protectionnisme est trop élevé et déséquilibré. Les dépenses communautaires sont mal réparties, renforcent certains déséquilibres et sont inégalitaires. Les effets redistributifs de la PAC entre pays sont évidents et déstabilisent l'édifice Européen. Ils donnent lieu à des tendances centrifuges particulièrement illustrées par les M. C. M. . La France joue mal la carte Européenne, la place de son agriculture en Europe a régressé surtout pour les productions animales. L'invention des monnaies vertes s'est retournée contre elle. Bien des défauts de la PAC sont le prolongement des conceptions françaises de politique agricole. . Il est temps de proposer une réforme de la PAC selon des lignes plus efficaces, plus claires et plus justes. Le retour au prix commun est une nécesité. Une politique de dégressivité du soutien accompagnée de baisse de certains prix permettrait de progresser vers ces objectifs. [eng] The CAP is no longer a source of progress for European Agriculture. The protectionism is too high and with large differences to productions.Asa consequence, Community expenditures are poorly allocated, induce discrepancies between production and needs, and aggravate income inequality. Distributional effect of CAP over countries exist and destabilize the european construction. They generate centrifugal tendancies as illustrated by MCA'S. . France has poorly played her cards in the european game. Her market share has declined particulary for livestock products. The initiation of green money turned out to work against her interests. Many inadequacies of the CAP appear to be an extension of french conceptions about agricultural policy. . It is urgent to propose a reform of the CAP on more efficient, just, and clear bases. Common prices should be restored. Apolicy based on degressive support prices and on lower food prices would be a way to make progress in that direction.
