Abstract

[eng] Development aid and carbon market . The participation of developing countries in the « carbon market » is made possible only through the clean development mechanism. It has two objectives by allowing developed countries to reduce their emissions at low costs and by contributing to the sustainable development of the developing countries. According to the most recent studies, the developing countries will benefit from CDM market an income and flows of investment associated summing up respectively approximately to 1 billion $ and six billion $ annually over the period 2008-2012 (13 billion $ for ODA and 70 billion $ for FDI). . However, because of the proximity of the commitment period, uncertainties regarding Post-Kyoto, and the complexity nature of the CDM, the current trends in the « carbon market » are not in favour of these countries. Vis-à-vis this situation, the role of a development agency will be to contribute to the reduction of the transaction costs in order to facilitate financial flows and to help them in maximising the sustainable benefits of CDM projects. . JEL classification : F35, K32, Q01, Q25, Q28 [fre] La participation des PED au marché des permis d’émission se fait exclusivement à travers le Mécanisme de développement propre. Selon les sources les plus récentes, le marché carbone MDP représentera, pour les PED, un revenu et des flux d’investissement associés respectivement d’environ d’ 1Md$ et 6Md$ par an sur la période 2008-2012 (contre 13 Md$ pour l’APD et 70 Md$ pour l’IDE). Cependant, en raison de la proximité de la période d’engagement, de l’incertitude sur la période 2008-2012 et de la complexité du MDP, l’évolution actuelle du marché des permis d’émission n’est pas favorable aux PED. Face à cette situation, le rôle d’une agence de développement sera de contribuer à la réduction des coûts de transaction afin de faciliter les flux financiers vers les PED qui en ont le plus besoin et d’aider à la maximisation des bénéfices du développement durable des projets MDP. .
