Widersprüchliche Dynamiken im deutschen Arbeitsmarkt

Abstract

Die Übergänge aus Arbeitslosigkeit in Erwerbstätigkeit haben sich seit Anfang der 2000er Jahre wieder an den Nachfragezyklus angekoppelt. Der deutsche Arbeitsmarkt ist aufnahmefähiger für Arbeitslose geworden, wodurch das Niveau der Arbeitslosigkeit deutlich abgenommen hat. Insgesamt jedoch hat sich die Fluktuation am Arbeitsmarkt verringert, was sich in zunehmenden Betriebszugehörigkeitsdauern widerspiegelt. Klagen über Fachkräftemangel werden vor dem Hintergrund erheblicher Fehlallokation von Arbeitskräften in unterwertiger Beschäftigung geführt. Indikatoren wie zunehmende Angst vor Arbeitsplatzverlust, abnehmende Arbeitszufriedenheit und die Ausbreitung psychischer Erkrankungen deuten darauf hin, dass die verstärkte Bindung an den Arbeitsplatz höchst ambivalenter Natur ist. Das neue Arbeitsmarktregime des „Forderns und Förderns“ zeigt offenbar mehr Wirkung auf Beschäftigte und kurzzeitig Arbeitslose als auf seine angeblichen Zielgruppen. Die Marginalisierung der Arbeitslosenversicherung flankiert einen umfassenderen Zugriff der Betriebe auf ihre Arbeitskräfte. Theorien der Dualisierung von Erwerbssystem und Sozialer Sicherung werden dieser Wechselwirkung nicht gerecht.
